The video takes place in a modern-day city of Sodom...

The video opens with child versions of Billy James and D'arcy bouncing
around the burnt cinders of a city.  They are giggling and having fun.

The screen flickers and flashes to the study of a palace.  Billy is the
king (dictator) and is dressed in the military suit of the typical
military leader and is looking out the window at the rioting masses
outside the castle gates

"God knows I'm helpless" Billy turns around and starts singing the first
line, the camera zooms in on his face
"God is as helpless as me" the scene flicks to the street where the
populace is entirely absorbed in sin.  Rape, Whores, murder, the whole
schtick.  James and D'arcy walk through and meet two disguised angels and
have them stay the night.  They are eating and there is a knock at the
door.  James and D'arcy open it to find a mob out for the angels, James
and D'arcy refuse and bar the door

"It's what you want" the mob breaks in and the angels shoot fire, etc.
and the people run away.  James and D'arcy prepare to flee.

"God knows I'm restless and weak" flicks back to Billy, getting gradually
more pissed

"It's what you need"  The city explodes with flame, James and D'arcy run
out in terror and narrowly escape

"You break your back" Billy is very angry at his city being destroyed and
screams the last lines

(noise at the end)  A black helicopter takes off (film of the underside)-
camera zooms to follow it, scene flicks to a zoom of King Billy flying
around and then away from the burning city. 
  
The whole thing is shot very choppily with lot's of zooms in and out
(like a live newscast), especially with Billy singing.
